1. Not clement; destitute of a mild and kind
temper; void of tenderness; unmerciful; severe; harsh.
2. Physically severe or harsh (generally
restricted to the elements or weather); rough; boisterous; stormy;
rigorously cold, etc.; as, inclement weather.
